Every time:

Never mix bleach with acids (rust removers, oxalic or muriatic acid, vinegar) or ammonia. It makes toxic gas. Use separate tanks, and rinse between.
Wet plants and grass before, during and after, and rinse the surface well.
Wear eye protection and chemical gloves. Keep runoff out of storm drains, ponds and pools; follow your local rules.
Follow the label on every product. These are starting points; test a small spot first.
